The most common exception to this would be when you are approaching the intersection at approximately the same time as another vehicle. More than once I've had a vehicle blow through a light or stop sign where had I been complacent and not noticed them failing to stop I would have been hit. I personally do this little safety check when approaching both controlled and uncontrolled intersections, even if I have the right-of-way. If you are travelling at a speed that is safe for the road conditions and you come upon an uncontrolled intersection, look both ways for cross traffic that may also be approaching and if it's safe go ahead and proceed through the intersection.
